Prelinary results of the online survey of barriers to effective e-government I mentioned last month are in. “Bureaucratic resistance to change and public concerns about on-line theft are felt to be the most important obstacles to the growth of eGovernment across Europe”.

And of course, the solution is another series of EU funded projects
