Link: A Policy and Legal Framework for Identity Management

In summary, Phillip Virgo argues is if this is true:

  • Identity management has been around since the Sumerians
  • Distinct drivers exist – Business driver: support transactions & trust vs Government driver: Tax and control
  • There is 25 years experience of commercial ID management experience to drawn upon
  • Sustainability depends on the 5Rs: Responsibility, Registration, Repair, Revocation, Redress

Then: we can start thinking about using existing knowledge and integrating processes for ID management by government, thinking about least dangerous rather than optimum ways forward.
